Before using satellite transponders, customers should submit a written application to China Orient according to their business. The application includes business situation , frequency and band width to be used. China Orient will provide a written response to the customers about the technical characteristics of the satellite and transponder as well as its technical requirement.
    China Orient will discuss the system together with customers to ensure that customers' systems work in a good condition and comply with the requirement of transponders.

    Link budget. Customers can perform link budget based on satellite parameters provided by China Orient. The result should be submitted to China Orient for check. Link budget can also be performed by China Orient for better use of transponders to avoid the interference among different traffic of customers working in a same transponder and ensure the normal work of satellite transponders.
    According to the document provided by China Orient , customers should submit traffic transmitting plan and customer application form which together with link budget should be checked and approved by China Orient. Then the customer can submit earth station acceptance test application .
    China Orient will provide a time table to arrange qualification test for customers' earth station . After getting qualification permit, customers are required to provide starting time table , which includes the starting time of each uplink-station. After China Orient confirms , the starting test will be put forward under the direction of CMS of China Orient or trusted station. After the starting test , customers begin their traffic based on the result of link budget. The start of traffic of each station must be carried out under the direction of CMS of China Orient.
