The establishment of China Orient Telecomm Satellite Company, Ltd.(Hereafter referred to as "China Orient") is to keep in line with the national reform and open policy and accelerate the fast development of satellite telecommunication. With the approval of the State Council, China Orient was initiated mainly by the former Ministry of Posts and Telecommunications(the former MPT), and jointly by domestic investments, registered with the State Administration of Industry and Commerce on April 22, 1995. Now China Orient is functioning under the administration of the Ministry of Information Industry. Since February 20, 1998, according to the decision by the former MPT, shares held by the former MPT were transferred to the Directorate General of Telecommunications P&T of China(China Telecom). 　　

The operating scope of China Orient is as follows:
　1. Operates the space phase of international and domestic satellites applied in communication and broadcast, the satellite control facility system.
　2. Manages the satellite data communication, VSAT, satellite navigation and satellite mobile communication as well as relevant central stations.
　3. Engages in the import and export business of satellites, the spare parts and related communication facilities.
　4. Engineers the domestic satellite communication and contracts the design, production, promotion, installation, maintenance, technical consultant related to the broadcast network.
　5. Offers investment, operation and provides technical consultant service of communication system at home and abroad.
　6. Undertakes the research of satellite communication and develops new technology in broadcast.
